Iran's Supreme Leader Ayatollah Ali Khamenei has rebuffed an offer by the US to restart talks regarding the country's nuclear programme, during fiery speech on Monday.

Khamenei rejected President Donald Trump's offer for unconditional talks between the two countries, days after the US enforced tough new sanctions on Iran.

"I ban holding any talks with America... America never remains loyal to its promises in talks," said Iran's supreme leader.

"America's withdrawal from the nuclear deal is a clear proof that America cannot be trusted."

Despite the tough rhetoric, Khamenei said that Iran is not seeking further hostilities with the US.

"They (the Americans) are exaggerating the possibility of a war with Iran. There will be no war... We have never started a war and they will not confront Iran militarily," he said.

Tehran is angered at the US withdrawal from a nuclear deal with Iran this year, which has led to an economic crisis in the Islamic Republic.

Inflation has skyrocketed, the rial has plummeted, while unemployment remains high, leading to angry protests on the streets of Iran.

Khamenei has tried to lay blame for Iran's financial woes on economic mismanagement rather than the US sanctions.

"More than the sanctions, economic mismanagement (by the government) is putting pressure on ordinary Iranians... I do not call it betrayal but a huge mistake in management," the conservative said in an apparent reference to moderate President Hassan Rouhani.

"With better management and more efficient planning we can resist the sanctions and overcome them."

This weekend, Khamenei approved the establishment of revolutionary courts to deal with those accused of financial crimes, as police unleash an anti-corruption campaign, arresting scores of Iranian officials.

"The corrupt people (officials) should be punished firmly," Khamenei said.
